Corruption is worth than imagined in Quebec. The head of Quebec’s anti-collusion unit says he’s confident his report on corruption in the construction industry will be taken seriously by the government. Jacques Duchesneau’s report says that crooked civil servants, construction companies and criminal groups such as the Mafia conspire to drive up the price of public-works projects in the province.

As you can see, Brad Wall is making appearances everywhere, especially on Yahoo! The public broadcaster has been hit 16 times at its bureaus across the country. Public Works has been robbed nine times at its Vancouver, Montreal, Gatineau, Que., Halifax and St. John’s, N.L., offices.

I know what you are thinking, when did the Contextless Links return? Well, right now. I am going to be using them again as a place to empty out my notebook every day as a way to give some life to the site. If I post them here, I can also find them again when I need them. Still undecided if I will use Windows Live Writer or have delicious dump them here once a day.

There are rumours some prominent members of the business community are discussing running a slate of candidates. Former candidates Mike Bzowey, Ainsley Robertson, Mark Horseman, and Sean Shaw, all indicated they’re running for council seats.” I have heard the rumors of a business slate being run and I wonder if my sources are the same as Dave’s. Of course the Mayor has alluded to the same thing as well.

Balance California’s budget | This is a pretty cool tool and if I was a government wrestling with how to balance a budget, I would create something similar. In the end I brought in some Ralph Klein across the board spending cuts, added a gas tax, two sin taxes and I had a two billion dollar surplus. My next act as Governor of California is to legalize gay marriage, ban concealed weapons, and put the Oakland Raiders and Charlie Sheen into a conservatorship. Anything else need fixing?

During the American century, rivals were bested left and right, as the ranks of the great powers slipped from half-a-dozen, to three, to two, to one. Now history has stopped, and gone into reverse gear, with the number of great powers increasing from one to two, to three or more. The elite club could get crowded again, just like in 1898.

The rise of China will fundamentally challenge America's identity. History may not move in just one direction, after all. Perhaps the ancient Greeks were right. History is cyclical. The wheel turns. Nations rise and fall. If God watches over proceedings, he doesn't always intervene. Fools, drunks, and the United States of America cannot rely on special providence. One day their luck runs out.

Austerity is self-defeating: when everyone tries to pay down debt at the same time, the result is depression and deflation, and debt problems grow even worse. And conversely, it is possible — indeed, necessary — for the nation as a whole to spend its way out of debt: a temporary surge of deficit spending, on a sufficient scale, can cure problems brought on by past excesses."

James Fallows wonders how one can save the news and Google’s role in it :: The problem Google is aware of involves the disruption still ahead. Ten years from now, a robust and better-funded news business will be thriving. What next year means is harder to say. I asked everyone I interviewed to predict which organizations would be providing news a decade from now. Most people replied that many of tomorrow’s influential news brands will be today’s: The New York Times, The Wall Street Journal, the public and private TV and radio networks, the Associated Press. Others would be names we don’t yet know. But this is consistent with the way the news has always worked, rather than a threatening change. Fifteen years ago, Fox News did not exist. A decade ago, Jon Stewart was not known for political commentary. The news business has continually been reinvented by people in their 20s and early 30s—Henry Luce when he and Briton Hadden founded Time magazine soon after they left college, John Hersey when he wrote Hiroshima at age 32. Bloggers and videographers are their counterparts now. If the prospect is continued transition rather than mass extinction of news organizations, that is better than many had assumed. It requires an openness to the constant experimentation that Google preaches and that is journalism’s real heritage.

Shift Developments is moving into the old location of Joe’s Cycle on 20th Street :: He plans to turn it into his company’s head office and the location of several like-minded small businesses involved in everything from graphic and website design to furniture design to engineering. "I’m going to be kind of bringing together a lot of these forward-thinking businesses, people who are concerned about how our city is growing and developing in the coming years, into one facility,” said Olson.

The Globalist tackles Europe’s long term debt crisis :: According to most long-term projections, by 2050, the world’s largest economies will include China, India and the United States. What is receiving far less attention is that Europe’s share of G20 GDP will be more than halved from 25% in 2009 to about 10% in 2050. Such a vital decline of economic power will inevitably result in a concomitant decrease of political power. :: Speaking of debt, the Americans have some debt issues themselves.

He said it would be a celebration like no other. He isn’t wrong about that. So now, with the times getting tough, with other cities batting their eyes, he’s just going to walk away? This decision will say a lot about James.
Charles Robinson is right on, Chicago’s spending spree is a sign that both the coaches and management are fearful of losing their job. $91.5 million for Julius Peppers is insane.

If I am Jake Delhomme or Troy Smith, Denver may be an attractive landing spot for me. Chris Simms didn’t impress anyone. The coaches apparently weren’t happy with how Tom Brandstater ran the scout team last season, and Kyle Orton doesn’t exactly have a lock on his job.

CBC hasn’t really jumped on the HD bandwagon. They broadcast no regular HDTV games in HD and the occasional special game they do, isn’t available in Saskatchewan (aka, the breadbasket of hockey). Meanwhile Sportsnet regularly shows games in HD and believe me, watching a hockey game in HD is a big improvement in viewing experience. I don’t know why the NHL doesn’t push them to broadcast more in HD. Oh right, it’s the NHL.

I am not a big Brandon Marshall fan but how much did being the target of the Darrian Durrant murder affect him. I know it would be affect me quite a bit. Anyways, he didn’t sign an offer sheet while in Seattle as I think giving up their number six draft pick would be a pretty big gamble for a pretty enigmatic player.

Holmgren wants to trade for Seneca Wallace. How desperate is Big Mike? He has made several calls about me today as well. There are theories out there that Seneca Wallace is Holmgren’s Trent Dilfer and Brady Quinn could be his Matt Hasselback.

Okay, here is one of my favorite watches of all time. I was a little disappointed that the remote detonator doesn’t come included with it. It’s a special MI6 add on.

I know this is a great hammock for two and made out of top quality materials but I can’t think of anything less comfortable than sleeping in a hammock for two.

I am no fan of Mark McGuire and the damage he did to MLB but I agree with him that it must be hard to have his brother sell out their relationship with a book deal.

Why climate change legislation in the U.S. is dead in the Senate :: Obama has long advocated for comprehensive legislation that would put a price on carbon to encourage polluters to invest in cleaner resources and practices. But he’s probably right that the Senate won’t choose that path. The most likely outcome is not a climate-change bill but energy legislation that doesn’t cap greenhouse-gas emissions or penalize polluters. Why? Because Republican Sen. Scott Brown’s filibuster-reinforcing election in Massachusetts means Democrats need GOP votes more than ever. But with the exception of Lindsey Graham (S.C.), Senate Republicans don’t seem motivated by global warming.
