[...] In addition to that, we have always taken a tough stand against drugs and alcohol abuse and it has never been popular with clients, parents, other social agencies. As a staff, we pay a cost for that stand. I have had the lug nuts loosened on my Honda Accord, windows smashed, clients who have tracked down where I lived and had my son’s life threatened. Having my own life threatened is so routine that my response is often flippant. We had to taxi a staff member to and from work for months because of the severity of the threat against him (and honestly, he was just sitting beside me having a cup of cold coffee when the guy threatened him). We pay a lot of money for evidentiary breathalyzers (and the literally thousands of tips we go through a year), we have drug tests to help us determine drug use and the best course of action for our clients, as well as non stop bag checks, room inspections, and even the occasional police dog wandering through and yet it seems like there is a bigger problem with drug use then there was ever before and not just in Riversdale (see my post on this from December 2009).
For one thing we have to stop electing governments that will shut down work training programs in prisons. Start zoning cities with the requirement of local green space for community run gardens. Give a tax break to anyone who sells produce to, or at, a farmer's market.

We need more state run harm reduction sites to get the drug users into clean and safer environments where they may be coaxed back to reality at some point. Stop chasing pot growers and users, and focus on imported drugs instead. Tax marijuana sales (not possession), and punish growers and dealers for tax evasion (if they don't pay up).

We need more affordable housing. It's virtually impossible for someone on minimum wage to purchase a home, that has to change. Even with a partner, home ownership is still unlikely. We have to change attitudes about debt too, so wealthy (and poor) people don't use credit cards as debit cards. To fix this situation the state should be providing post secondary education to all who apply and meet a minimum grade requirement. Credit for retail purchases should be more difficult to obtain, and credit for food or major purchases or businesses, such as a house or car, more available.

And as you said, we need to improve the sense of community. For instance, television isn't doing that, and it's probably harming society a great deal more than it helps. We have the Internet now for global information, so broadcast television should focus on local news, information, and entertainment.

I hate wrestling. I would prefer easy cliched answers like the ones that politicians use but alas that doesn't solve too many urban problems. I feel like I am in the middle of an Ingenuity Gap where the knowledge to solve the problem is insufficient to keep up with the problem.

Hi Ron,

In Saskatoon we don't have a lot of homeless on the streets (less than 100 during the summer months and almost none in the winter months) which is far less than Victoria.

I agree that you need to crack down hard on the dealers. I know of one (before he was arrested) would park himself down from the N.A. meetings and pick off people as they were a block away from getting help. We have zero tolerance for dealers at the Centre and I would love to see tougher sentences for them. I don't know what it is like in Victoria but here the gangs control the drugs and according to reports, the Hell's Angels control it all. It's a big problem.

Thank you for these thoughtful posts. The nature of a city, its entangled and broken systems, and the effect of all of it - planning, crime, media, education - on its own citizens is complex and I take heart in folks like you that wrestle with the difficulties of it all.

I find the reference to Jane Jacobs interesting. She is new to me; I plan on reading her stuff, since I am a fan of metro government, and she is not (at least on the scale of Toronto). But, as a takeoff on WC Fields, "Anybody who hates Robert Moses can't be all bad!" I wonder how much a metro government in Saskatoon would help the the street people? I hate to see cities turn into "Macro-Aspens", where the worker bees have a long commute from affordable housing to their jobs.

I don't see pentecostal/fundamental/mega churches helping the complexity of street people much, but I do see the traditional mainline churches (UMC, UCC, Episcopal) of the suburbs as having potential, along with the resources, to partner with professionals like the Salvation Army. Of course, you don't need a metro government to do that, but having one helps create the awareness. Most of your top high school students (Canadians would call them "University bound") are already metro-centric as well as community service centric, so there is a fabric to begin with.

Jordon, I'm involved in a group called Carts ( http://www.cartsvictoria.ca/ ), that works out on Victoria's inner city streets every Friday night. And, from what I see, it seems to be getting worse, especially every second week after welfare Wednesday, when they get their cheques. Poverty is a business, and the poor, the mentally ill are its victims. The dealers are so bold out here they'll hang out outside of the shelters like beach combers, waiting for the bodies to wash ashore like a " High " tide. The really sad thing is when it is a mix of mental illness and drugs, its like dealing with a time bomb you don't know when there going to go off. I don't know what the solution is. We're starting to get mental health workers to come out with us. Certainly cracking down hard on the dealers would be a start, at least then there is a glimmer of hope of dealing with the addictions and metal health.
