I think that is the evolving nature of the web and the search engines will catch up. Sites like Google already have ways to weed out dead pages. GeoCities needs to do something as they are a part of the problem but so do ISP's. When people leave AOL or whoever, the ISP has to do a better job of cleaning up the mess that is left behind.
His complaints have to do with search engines and 404 errors. I think with the death of search and the birth of the portal (and the decline of search revenues) have to do with more an more 404 sites being left online. Maybe the creators of DMOZ have it right, humans do it better.
